principally to cover my expenses which reading in Singapore which I had to do for a lengthened period and for which I did not draw the usual allowance, and I submit them for that personal gratuity of Salaries in us way affects the question
In conclusion the View I take of my case is that from the 18th June last my services were taken away from the Government of Hong Kong by the Government of the Straits Settlements and that therefore the former Government will in accordance with precedent only be acting in allowing one the half salary for that period irrespective of the amount of remuneration paid to me for any special services by the latter Government and I wish that in addition to this argument A. E. will take into consideration the great personal inconvenience and disappointment to which I have been subject by being so long debarred
debarred from assuming the duties of the office which the Secretary of State has been pleased to confer
